Kris Richard had 14 points and six boards, while Kevin Sims chipped in 11 points for the Green Wave (1-2), who lost to Miami-Florida in the opening round of the tournament on Thursday.
Talor Battle and Jeff Brooks each recorded 15 points for the Nittany Lions (2-2), who have dropped two straight after home wins over Robert Morris and Penn.
The Nittany Lions took a slim 25-24 lead into the break, but trailed by nine in the second half. Battle hit a three-pointer to cap a 12-3 run and tie the game at 49-49 with about four minutes remaining.
Battle was fouled on his way to the hoop and made both free throws to put Penn State on top, 56-55, with about a minute left in the game. Sims and David Booker each sank a pair from the foul line to give Tulane a three-point edge, 59-56.
After Battle converted two free throws, Sims knocked down a trey and Booker went 1-of-2 from the charity stripe to seal the win.
